Yup you read it right. Now you (students most probably) can get a laptop for just $10 in India. D. Purandeswari, minister of State for Human Resource Development (HRD) said on Tuesday in a conference in New Delhi

The Indian Institute of Science (IISc) Bangalore and the Indian Institute of Technology (IIT) Chennai are the ones who are implementing this idea. No other details have been released about when this would be launched but as far as I am concerned this is something true and these laptops would be launched in the year 2009 (maybe). The Indian government is also planning to use information and communications technology (ICT) to make its current programs powerful for distance learning by making them accessible online as said by D. Purandeswari.

However the Indian government has denied its acceptance for the one laptop per child agreement, after officials in the education ministry decided that giving a laptop to each and every child is pedagogical suspect and also may lead to the diminishing growth of creativity and other abilities of a child.
